Association Back to Homepage Introduction National Report States Take Action An Analysis of Construction Spending in the Pharmaceutical & Biotech Industry, 2015-20 Union Construction Jobs Supported by the Biopharmaceutical Industry America’s biopharmaceutical companies research and develop new treatments and cures that improve patient health while also contributing to U.S. economic health. By investing in new state-of-the-art research and manufacturing facilities and continually renovating, the sector employs high-skilled union labor to ensure the highest standards. This study quantifies union construction jobs supported by the U.S. biopharmaceutical industry from 2015-2020 across 14 states – CA, CO, CT, DE, IL, MA, MD, MI, NJ, NY, OH, OR, PA and WA. Methodology The report examined private-sector biopharmaceutical construction projects active at any time between 2015 and 2020 in 14 states (CA, CO, CT, DE, IL, MA, MD, MI, NJ, NY, OH, OR, PA, and WA). The states included in this report were selected by PILMA. The report relies extensively on data from Industrial Information Resources (IIR), a global consulting firm specializing in market data on major power, energy, and industrial infrastructure projects in the U.S. The study team identified major private-sector projects in each state and made estimates of total industry construction spending and labor demand based on IIR data. Projects that were co-developed with academic institutions, government (e.g. NIH), and hospital systems were not included in the analysis. The second part of the study integrated data from IIR and the U.S. Census Bureau to examine the economic impact of the partnership between the pharmaceutical and biotech industry and construction trades unions. Industry Impact, 14 States, 2015- 2020 At any point between 2015 and 2020, 447 major ($5M+) biopharmaceutical construction projects were privately funded and under construction for the 14 states studies. These projects represent $23.6 billion in infrastructure investment by the industry. Incorporating projects that are less than $5 million and limiting the data to spending made between 2015 and 2020, IIR estimates that the biopharmaceutical industry invested $228 million in privately-funded infrastructure. Labor Impact, 14 States, 2015-2020 The report shows the biopharmaceutical industry required 58.7 million labor hours from construction workers on research, development, and manufacturing facilities across 14 trades. A conservative estimate of union construction work indicates that the biopharmaceutical industry required at least 22 million labor hours by union workers. This yields a minimum of $774 million in union worker earnings in addition to tens of millions of dollars in funding for union health insurance and pension benefits. A significant spike in private-sector investment occurred in 2019, effectively predating the COVID-19 pandemic. IIR estimates that industry construction spending will increase to $6.5 billion in 2021 and will remain above $5 billion annually through 2025. Labor Hours by Trade (2015 – 2020) The biopharmaceutical industry required 58.7 million labor hours from construction workers on facilities across 14 trades from 2015-2020. Union Labor Hours: State Overview (2015 – 2020) Union hours are estimated by multiplying the total number of labor hours demanded by each state’s union density in non-residential construction. The results show that the biopharmaceutical industry required a minimum of 22.3 million union labor hours to build and renovate facilities between 2015 and 2020. Union Earnings: State Overview (2015 – 2020) The biopharmaceutical industry required at least 22.3 million labor hours by union workers in the 14 states studied from 2015 – 2020. This yields a minimum of $774 million in worker earnings in addition to tens of millions of dollars in funding for union health insurance and pension benefits. The conservative nature of these estimates is due to statistical limitations - the full impact of the industry on union construction hours and earnings is likely to be substantially higher than projections.
